Prepare Biscuit Layer:
– In a medium bowl, mix the flour, baking powder, sugar, and salt.
– Cut within the butter until the combination resembles coarse crumbs.
– Stir within the milk till the dough simply comes collectively.

– Roll the dough out to a 12-inch circle and place it in a greased 13×9-inch baking dish.
